The Basics

Mutation: At their root the Scarlet Witch's powers are able to affect probability fields, allowing her to affect causality resulting her giving her a limited ability to create unlikely occurrences. The power is more controllable than Longshot's similar "luck" power, and more proactive.
There is a belief that her powers should have developed naturally into an energy projection and manipulation power, similar to her father Magneto and (yet unknown) half-sister Polaris. However instead she uses her energy manipulation to create phenomena such as "allowing her to project hex bolts, spheres, and effects to create a sub-molecular disturbance in the fabric of reality around whatever they affect" and creating those unlikely occurrences. It is difficult to direct and control the effect of her powers and they tend to have a 20% rate of producing completely unintended results. This rate is raised by physical and mental fatigue.
This energy manipulation can be redirected to allow her to tap into nearby sources of chaos energy.
The limitations on her powers, aside from the 20% rate of producing unintended results, are that she can only affect things within her line of sight. This does not include things that she can see through technological means, she can not watch television and affect things on screen. She also relies heavily on her hands for the casting of her hex bolts through gestures, if her hands are bound or not responsive to her commands for some reason she can not use her powers.

Family is important to her, and the most important person in her life has always been her twin brother Pietro. Though they found Magneto later in life, as opposed to having been raised from birth by their father, she has whole heartedly embraced his dream and loves the man deeply, worshipping the earth he floats above. In fact it is only family that she entirely trusts and apart from Magneto and Quicksilver she formed no close bonds with anyone in the Brotherhood aside from her family.
Though she dislikes violence for violence's sake, even against sapiens, Wanda is willing to use force and take lives if it protects mutants and further's the cause. She though more willing than some within the Brotherhood to compromise with humans, and negotiate with them as long as they accept their position as the inferior species meant to serve their mutant betters.

Looking at her face you can see the blood she shares both with Magneto and her twin brother Pietro. Her bright blue eyes match her brother's, and Magneto's genetic influence is apparent in her facial bone structure. Her hair falls around her shoulders, and she generally leaves it loose.
As a testament to the sort of life she leads Wanda's body has scars in a number of places. Though none represent major wounds, and as such are faint having faded with time, they are present upon close inspection.
Clothing:
Uniform: Wanda's uniform has changed over the years, and has changed yet again with her becoming the Black Queen. She perfers black leather, with red accents, and the an old red jacket that she has worn most of her life.
Casual: Wanda's clothing tends towards the ornate and classy. She perfers flowing dresses with plunging necklines, and jewlery. Her colour of choice has changed from red to black with her joining the Hellfire Club.
History: It might be seen as ironic that in a moment of weakness Eric Lensherr, the man known as Magneto, fell in love with a human woman namd Magda. Having dedicated his life to mutant kind, to find himself with a human woman was a secret shame of Magneto's and it was a secret he kept from even his closest friend Charles Xavier. However out of this union came two children, the twins Pietro and Wanda. Fearing that Lensherr would use the children in his increasingly bigoted struggle for mutant rights, as he was slowly drifting further away from Xavier's ideals of co-existance, Magda did not tell him that she was pregnant and ran away to the scientific establishment called Wundagore to birth the twins.
Knowing that Lensherr would return to her home soon Magda left the twins in the care of the midwife who had helped deliver them. She then went into the woods to die, knowing that as long as she lived Magneto would be able to discover the existance of the children.
However Wundagore did not have the facilities to care for and raise the children, and it was decided that they would need to have a real home found for them. Django and Marya Maximoff were found, the couple having recently lost their own children in a war, and the twins grew up believing the Maximoffs to be their own parents. As the twins hit puberty their powers began to develop, with Pietro gaining lightening quick speed and reflexes and Wanda find herself being able to affect probability through her hex spheres.
The Maximoffs still loved their children, even when it became apparent that they were mutants. However the family's life was shattered when, needing to steal to feed his family, Django was caught and an angry mob of villagers chassed him to his home. The mob attacked the family and their home, and scared Pietro grabbed his sister and fled with his speed. Too afraid to return the twins lived as fugitives wandering Europe, managing to survive in any way they could.
However it was during this time that the public began to become aware of mutants, and it began to be harder for the twins' powers to remain unnoticed. Wanda's were always more difficult to control than her brother's and while sleeping in an abandoned house one evening a nightmare caused her powers to activate and light a fire. Once again the twins were being chassed by an angry mob, but this time it did not seem like they would be able to escape. Pietro tried driving them away with his speed but they kept advancing and it was only the arrival of Magneto that saved the pair.
They joined Magneto's Brotherhood which was still in its early stage of forming. Finding the life as a mutant terrorist to be dangerous, they stayed because they felt a debt to Magneto for saving their lives. It was during this time that Magneto, looking into the twins' past, discovered their true heritage. He kept this information to himself for awhile but once he decided that they appeared to both be loyal and effective members of his group he revealled his relationship to them.
This was hard for the twins to deal with for awhile, since they had grown to love the Maximoffs and missed them terribly. However they soon developed genuine affection for their biological father, and Wanda became quiet close to him.
The twins were with their father when the Brotherhood joined with the X-Men during the attack on the Weapon X facility at Alkali Lake Lake in Canada. Following their performance there they were given joint leadership of a Brotherhood field team, something that made Wanda quiet proud. However after the disaster at Alcatraz Wanda left the Brotherhood.
Spending some time alone she realized that her powers could be used to alter the outcome of lotto, which she won three times to build up a vast fortune. Wanting to use her new found wealth to aid mutants in a more productive way than she had in the Brotherhood, she sought out the Hellfire Club and became the Black Queen.

Pietro, her beloved twin, was isolating himself from her, their father was so focused on combatting the newly announced cure that he had little time for his children and the rest of the Brotherhood seemed to dislike her. There were days when she wanted to simply lay in bed and not get up and face the loneliness. Each day she forced herself to get up and put on a brave face to face those around her. One those rare days that she managed to find an excuse to leave the base she headed out and drew her chores out as long as possible. Even in the of the crush of people in New York, she felt less alone than with her friends and family.
Since they were far enough away from the Brotherhood base she allowed herself some indulgences. She had secured herself a very comfortable suite at a high class hotel, an unlikely record keeping error, and thanks to a one in a billion malfunction at an ATM machine she was now flush with cash. Tonight she was alone, beautiful and powerful. Her powers unleashed made her, as her father always argued, a god and with no need to remain subtle or hidden any longer she was going to enjoy herself. Now she was looking for a nightclub, a place to be young and have fun. A place to be someone other than Wanda Maximoff, daughter of Magneto for at least an evening. Maybe she would meet a man, fall in love, have sex at last and show Pietro how it felt to be left behind and alone.
Wanda felt a tinge of guilt at that thought. Hurting Pietro was not her desire, at least not for more than a few moments. Instead she wished only for the pair of them to be happy and loved. That seemed to be impossible in the world they lived in, the twins committed to serving Magneto and to being under-appreciated for their commitment to the cause. They had been with Magneto when others had not, when Mystique had been posing as a Senator. Their father had been the focus of the twins life since he had found them in Eastern Europe, and now Wanda was beginning to tire of giving her loyalty to a man who rarely seemed to return it. Further she was growing tired of giving her heart to men, both her father and her brother, who did not seem to feel the need to return her affection or love. She was not a well, and endless bottomless pit of love, she was simply a woman who was trying to do right by those she cared about, and wanting love in return.
That brought her to tonight. Alone and freed from family obligations, at least for one night, she could for once focus on spending her time, attention and love on herself. For now she was simply enjoying being in the big city, surrounded by people who did not know her, and did not hate her or expect something from her. It was like being reborn, a whole new person. She could be anyone, anything and that was exciting. A city of opportunities.
Shopping, she also discovered that free from being a poor gypsy, or from having to restrain her usage of powers, she could buy what she wanted and do what she wanted. Life was, for a day and an evening at least, exciting and nearly endless in the possibilities. From a very expensive store she bought herself a very nice red dress, glamourous like a movie star would wear. Then she bought herself two new red coats, a leather one similar to the uniforms the X-Men wore and one that went down to her knee made of a thick cloth for the winter.
With the leather jacket on and the rest of her clothes in bags she continued to wander the streets, looking for something else to catch her attention or imagination. Her eyes though were open, watchful, she was too used to fearing those who would hurt her for simply being a mutant to relax totally.
